The correct term is Dual Processor as in Intel Dual Processors. The chip is really only one chip but they process information twice for each clock cycle, so it fools the computer into thinking it is only one chip. Obviously since it can do twice as much processing it is a lot faster.
That would depend on what kind of clock, and how "broken" it is. For example, a broken LCD digital clock could have a bad power switch and might be entirely blank - so it would NEVER be 'right". There's an old saying that "a STOPPED clock is right twice a day" - which assumes that the clock is analog, and that the hands are stopped. It could be "broken" by being too fast or two slow, in which case it might be correct only a few times per month.

Just look at what it is showing. The clock only shows if it is day or night, it's only really of any use when you are deep underground, ie, you could choose to mine while it is night time, using the clock to see when it is day before heading back up.

I have a Daniel Dakota westminster chime that chimes only during daylight hours. Original instructions said to set clock to 6:15 p.m. before inserting batteries (hard to tell which is pm or am.) I set the clock to 6:15 and insert the batteries. Then begin to turn the clock to set the correct time. If you clock has chime courtesy, when it reaches the evening and night hours, it will stop chiming on the hour, and will click instead. If you are setting the clock to a daylight hour when it should chime, then stop on the correct time while it is chiming. If it is an evening or night time, then set the correct time when the clock is setting. The worst case scenario is, if the clock is silent during the day, and chiming during the night, advance the time by 12 hours to reach the correct setting.
