The meaning of "shall" depends upon the subject: if the subject is "I" or "we", "shall" means "I or we intend to" do something; if the subject is "you" or "he, she, it or they", shall means the person or persons "must" do something. "I shall go to the store" means that I intend to go to the store. "You shall go to the store" means that you must go to the store.
