"Natural number" usually refers to the set of all positive integers (1,2,3,4,...), although zero is sometimes included in the definition (0,1,2,3,4,...). A fraction is a representationof a number as a ratio between two numbers. Consequently any natural number can be represented as the number divided by 1, i.e. 7 = 7/1. A natural number can also be represented as that same ratio with the top and bottom multiplied by the same number, i.e. 7 = 7/1 = 14/2 = 35/5.

Generally when you represent a natural number as a fraction you would no longer be calling it a natural number, rather you would refer to it as a fraction. Note that "fraction" is often used interchangeably with the term "rational number". The set of Rational numbers includes all numbers that can be represented as a ratio of integers, i.e. as fractions. Since all natural numbers can be represented as fractions, all natural numbers are included in the set of rational numbers - but not all rational numbers are natural numbers.
