The standard nominal line voltage (i.e. line-to-line voltage) used throughout European three-phase low-voltage systems is 400 V. As European three-phase distribution Transformers are always connected delta/wye, A 400-V nominal line voltage results in a 230-V phase voltage (line-to-neutral voltage).

Cannot help you with costs- you will need to check with an electrical supply company You are correct that you need a stepdown transformer. HOWEVER- your electrical utility charges will not be less. The TRANSFORMER is still using the higher voltage- AND- there are losses in any transformer. You need to talk with a real electrician where you live. You are trying to get something out of nothing, and that does not work.

Yes it is possible to convert any voltage to another provided the losses are not too great. It is just the ratio of primary to secondary windings in a transformer.

You will have to use a step down transformer to do this. Voltage to earth measures 277 vac on a 480 vac wye system.
