In the Diamond mines, you will need a hard hat to reach the timer that temporarily turns off the power to the electric fence. (You get the hard hat by completing the Safari.) There is a hole in the fence at the far upper right, across the conveyor belt. Enter the mine and press the button that turns the timer fully in one direction. Before the power comes back on, you have to reach the hole in the fence. Run left, up the ore pile, jump onto the conveyor belt, then go right and through the gap to reach the barrel by the fence.
You need to have a grounding rod made of galvanized steel that is driven straight into the ground until only half an inch of bar is remaining above ground. The ground rod should be at least 6 feet in length. Drier land areas normally require a longer grounding rod, or more of them, spaced 10 feet apart. The ground rods themselves should be placed in [an] area[s] that are naturally permanently moist to have any effect. Then you have to run a grounding cable that is attached to the ground rod along the bottom or top of the fence (can be the top wire or bottom wire) all the way to the fence charger. This cable needs to be attached to the ground rod by ground rod clamps That grounding cable should be attached to that fence charger in order for the fence to be properly grounded. Any potential for the cabling to move against the edges of the hole will cause shorting out and potential fire hazard as well as electrocution. <<>> The electrical code does not allow home cable (loomex) to be used in non combustible buildings. If metal studs are used throughout a commercial building then BX has to be used. There are grommets that make pulling the BX through the metal studs much more easier. To save labour on the job the grommets are highly recommended. They can be installed as the holes in the studs are punched out.

It depends on what you want it to look like. it could be run underground in plastic conduit. Above ground in metal conduit, or overhead. If there is a fence or railing running from the breaker to the hot tub the conduit can run along that. If it is run along the ground it should be marked or covered to avoid accidental damage to it.
Not if the fence is on their property. It would have to run right along the proerty line and be considered a joint fence. However, if you ask your neighbor whether they mind you adding a little beauty to the yard, they probably wouldn't mind.
