Well, it's simple. You simply find out the power of 10 using the above rules and then multiply it by a factor (note that above rules do not take into account the value of the number, just its placement from the decimal place), then multiply it by a factor (usually the group of non-zero numbers, in this case 4).
So for the sake of example, lets use 0.04
using the above rules we can tell that the power of 10 we must use is 10^-3
However 10^-3 is 0.01, not 0.04. So we multiply 10^-3 by 4 so that it equals 0.04.
This gives us 4*10^-3
