Absolutely not! This is, unfortunately, a very common mistake.
For example, my age is pretty well correlated with the number of TV sets in the world. But my growing old does not make or sell TVs and the number of TVs in the world does not age me.
Correlation means that two events are related. Causation means that one event caused another event to happen. Correlation isn't the same as causation.
Down Syndrome is a the addition of an extra chromosome and not really related to evolution. It is more of a genetic mutation that causes this event to occur.
