No, it expands- this is because when the particles in the water are heated they move around and cause the water to expand. When water is cooled it contracts. This is because the particles in the water and coming together.

When water is cooled it usually becomes ice or expands a little.

The volume of ice is 4x greater than water, therefore it actually expands, rather than contracting.

Unlike other liquids, water expands when it is frozen. You can observe this when filling a plastic bottle full of water and then putting it in the freezer overnight. You will see that the bottle expands or even burst in some cases.

When the ice is heated and it reaches its melting point (0C) it undergoes a phase change from solid to liquid until it fully melts and becomes liquid at 4C. During this change, the water contracts back to its original state and it takes up less space. When heated above 4C, it expands like any other liquid.

That is the nature's intelligence. As it expands after temperature falls below 4 deg it is named as Anomalous Expansion of water. That is why during sever winter season life under water becomes so possible as solid ice floats above the liquid water.
