The meter, and its housing, are the property of the electric power utility
company ... the people who send you a bill for the electrical energy that
you use. If the housing is damaged, it's their responsibility to fix it. Call
the utility and report it. They'll insist that nobody else mess with it, and
they'll get either one of their employees or else a contract electrician to
come out to your place, and either repair it or install a whole new one.
This shouldn't cost you anything, unless it's pretty obvious that it was
you who broke it.
