It started when William Penn Jr. decided to go to King Charles II and ask for a land grant (during this time the exploration of the Western Hemisphere occurred) to the New World. William Penn's father, William Penn Sr. was a good friend of Charles II and on top of that the king was indebted to him. Since his father passed away, Penn Jr. took the land grant as the due for the debt owed to his father. King Charles gladly gave it to him for the reason that Penn Jr. was part of the Quakers and wanted to take all his friends over to the new world with him which would in Charles II view, help rid England of these people. With the arrangements, they travelled to what is known as Pennsylvania and established a colony in Philadelphia. Since he technically owned that Pennsylvania he sold land to those who wanted to settle there. In fact, this colony was the most tolerant to various religions, practically opened to anyone. Not only that, but he, in a sense, was fair with the Indians. Instead of taking over completely, he "bought" the land from the Indians by giving them goods in exchange for the land.

William Penn - a Quaker himself - wrote the constitution for Pennsylvania which was accepted into legislature in 1693. In 1681, Charles II granted a land charter to William Penn, to repay a large debt owed to William's father, Admiral Penn. This was one of the largest land grants to an individual in history. It was called Pennsylvania, meaning "Penn's Woods", in honor of Admiral Penn. It was named by King Charles II.
