Firstly, equate x to zero. This makes y = -2 when x = 0, so th co-ordinates of the y-intercept are (0,-2).

Next, for every increase/decrease in x of 1, increase/decrease y by 3. So the co-ordinates either side of the y-intercept are (1,1) and (-1,-5).

Join these three points and extend the line in both directions.
