how do you hook up an outlet to a pull chain light without the outlet shutting off when you pull string
First you would have to know if the porch light is properly grounded or protected with a GFCI, or both. You cannot have outdoor outlets that are not GFCI protected.

no you can't
No, it will cause the bulb to blow. A 12 volt light is DC voltage and your home outlet is AC voltage.
A single pole switch controls a light or outlet at one location. A 3 way switch controls a light or outlet from 2 locations.
Plug a lamp into a working socket of an outlet to ensure the lamp works. Then turn off the switch and plug lamp into all outlet sockets, top and bottom outlets until the lamp doesn't light. Then turn on the switch and the lamp should light. Often a switch in a bedroom is only connected to one socket in a duplex outlet. It is possible to remove a jumper in an outlet to isolate the sockets for just this purpose. Often an electrician will install the outlet upside down (The third prong pointing up, to identify the outlet.
The pilot light in a GFCI is an indication that the receptacle is hot, maybe they should add a red pilot light to indicate that no power is coming out of the outlet and green when power is available.
Read your governing documents to determine who owns the porch light. There is no standard.
A light on a porch
Yellow porch lights are bug lights. By bug light I mean they are not supposed to attract bugs as bad as regular light bulbs.
There is no set Height. On porches I would recommend 13" to the bottom of the outlet box from the porch. On the side of the house I would recommend 24" to the bottom of the box above ground level. If the outlet is not on a covered porch it must have a bubble cover installed. If it is on a porch it must have a waterproof cover. All outside outlets must be GFCI outlets.
