(UK) you must go to University and obtain a Bachelor's and then Master's degree in a Maths subject, and then apply to your university to become a doctor by doing a research and dissertation on the topic, and submit it, in order to become a "doctor of the philosophy of maths" The exact process varies from uni to uni and from country to country.
