Longer answer: Milliliters are a unit of volume, and pounds are a unit of mass. If you knew the specific density of a particular substance (in grams/milliliter, or g/mL, you could then find out how much X mL of that substance would weigh in grams, and then convert from grams to pounds. You cannot. A pound is a measure of mass whereas a millilitre is a measure of volume. The mass of 1 ml of air will be very different from the mass of 1 ml of water which, in turn, will be quite different from the mass of 1 ml of Mercury. Without information about the substance or its density, the question cannot be answered.
