You can't get EXPall but you can get EXPshare.Here's how you do it. After rescuing a Devon worker in Rustboro, he'll take you to the Devon boss who'll give you a PokeNav and a letter to deliver to Stephen (who's in Granite Cave). Go back through Petalburg Woods to Mr. Briney's house and ask him to take you to Dewford. Go to Granite Cave (North-West from Dewford Town) and talk to the Hiker inside. He'll give you Flash but, you can only use it after you beat Brawly (leader of Dewford Gym). You can tough it out through Granite cave or beat Brawly, your choice. Eventually you'll end up talking to Steven and giving him the letter. After this, go back to the Devon Corp. and talk to the Devon boss whom you met earlier. He'll give you EXPshare for your troubles! Sounds hard but it's worth it!
HINT!: Here's a great way to train Pokemon with help from the EXPshare. Battle Gabby & Ty (the reporter people on routes 111, 118 and 120(they rotate through those spots in that order)) and have a strong Pokemon with a move that can kill both their Pokemon in one go (a great example is surf) and have your other Pokemon hold the EXPshare. To get more money at the same time, have your strong Pokemon hold amulet coin.
