Calculate volume of entire cylinder, then divide answer by 2.
Area of the Base times the Height of the cylinder. The Area of the Base is the Area of the Circle. Pi time the radius squared. We end up with Pi*r*r*h
If you measure properly, the amount of water does not change. Measurement with whatever graduated cylinder you choose will not alter the amount of liquid measured. Most people choose to measure once with a larger one, but if the amount of liquid falls between the measurement lines, you can measure the "leftover" with a smaller cylinder and find the exact answer.
You have to use a measuring cylinder and water.
Fill the cylinder about half way with water and measure the amount. Then drop the rock in and measure the amount of water. Now subtract no rock from rock in and that will give you the amount of volume displaced from the rock.

The amount that a graduated cylinder can measure does not change with time so the latest volume is the same as the volume earlier in time.
If you want to measure it's volume, place it in a measuring cylinder containing a certain amount of water, and measure the extra units to get the volume of the object
Fill the graduated cylinder with water, and measure the volume. Now put the item in, measure the water's volume again, and take the difference
If the object in question is water proof, and small enough. You can measure the amount of displaced water when it is placed in a tank full of water, this may not work for a lot of things but it can help when attempting to measure some objects.
