If the decimal position of your measurement is .5, go to the next higher number. If it is less than .5, just drop the decimals. 7.50 cm rounds up to 8 cm and 7.49 rounds down to 7.

You could use a ruler or tape measure graduated in centimetre and in metres, respectively. Or measure to a higher degree of accuracy and then round the results as required.
