You find the two numbers, to two decimal places. At the second digit, one of then must be just less than the given number and the other just greater. Then find which one is closer and that is the given number rounded to two decimal places.

If the two differences are 0.5 you could round up or down. Most schools require you to round up because, although wrong, it is an easy rule to teach. The problem is that this rule inparts an upward bias to the numbers. The IEEE (Institute of Electronic and Electrical Engineers) standard 754 is to round 5 up or down so that the new last digit is even.
