If you have a ratio that's 4:6 then it can be written in 2 other ways:

4 to 6

4/6

You take the 4/6 because it's written as a fraction. Then you simplify it:

4 and 6 are both divisible by 2. 4 divided by 2 is 2 and 6 divided by 2 is 3.

So you answer would be 2/3.

So you really just write the ratio as a fraction (make sure the first number is ALWAYS on top as your numerator) and simplify it like regularly.

Another Example:

9 to 2

Rewrite it as 9/2. 9/2 would be your answer because you can't simplify it (2 doesn't go into 9)
