an unstable atom can regain stability by releasing energy so as to convert from exicted state to ground state or can be stable by octect configuration. that is to have 8 electrons in its outermost shell.

an atom may become stable by having a full outer "shell" of electrons. apart from the first shell of electrons which is 2, all other shells require 8 electrons to become full. The amount of electron an atom may have is determined by the of protons an atom has in its nucleus.Most atoms do this by sharing electrons with other atoms in covalent or ionic bonding which depends on the electronegativity of each atom involved. Some atoms like the noble gases naturally contain a full outer shell of electrons, these may be found on the far right of the Periodic Table and are called the noble or inert gases.
