There is a simple formula that you should use to work this out.

Speed = Distance / Time.

If we want to calculate the time then we need to re-arrange our formula to:

Time = Distance / Speed.

So,

Time = 15 / 60

= 1/4

So it would take 1/4 of an hour (remember we must keep our units the same so as we have input mph for speed and miles for distance our time will be in hours) to travel 15 miles at 60mph. If you prefer you can then convert this in to minutes. 1/4 of an hour = 1/4 * 60 = 15 minutes.
