I mean, who said "I think we should make bottles that hold 16.9 ounces.",
and how did he come up with that number ?
The answer is: 16.9 US customary fluid ounces is almost exactly 1/2 liter (within 0.04%).
So they build their bottles that way. In the US, they use labels that say "16.9 ounces".
But for the rest of the bottles of water that they sell all over the world, where
nobody else knows or cares what fluid ounces are and they like to work with
liters, the manufacturer just glues a different label on the same bottles, and
sells them as " 1/2 liter ". (Actually "0.5 liter", or "500 ml".)
So the answer to the question is: 1 liter = 2.00083bottles of 16.9 fl oz each.
Just over 2 (2.011834 not worth rattling off.) so, if you are wondering what I think you are, use two drink mix packs in a 1L bottle.

It's the other way around. One liter is one liter. One kiloliter is 1,000 liters. 1,000 milliliters make a liter.

In a 5-liter box of wine, there are 5 liters of wine. If there are not, then the box is fraudulently labeled. Is it possible that you intended to ask "How many ounces ?", but neglected to proofread your question ? That answer would be 169 ounces. Unsolicited comment: Judging by the presentation of the question, I'll be surprised if yours still contains the full 169 ounces that it used to.
