A becquerel is the SI derived unit of radioactivity. It is defined as the activity of a quantity of radioactive material in which one nucleus decays per second. It is a measure in inverse second, s-1 and so has dimensions [T-1].

A milligram is a measure of mass, whose dimension is [M].

The two have different dimensions and according to basic principles of dimensional analysis, conversion from one to the other is not valid.
