QUARTS, not "quarters." But a quart is a quarter of a gallon (1/4 gal or 0.25 gal). So for every 4 quarts, you have 1 gallon. 20 quarts = 5 sets of 4 quarts each, so 5 x 4 = 20, and you can see where your answer is.

Approximately 28,398 US quarters would be equal in volume to one US gallon.

In practical terms this would not be achievable because inevitably there would be spaces between the coins.
