Stuff that is discarded is usually counted or its volume measured, rarely both. If you drop a piece of candy wrapper on the pavement that is 1 piece of litter. If you drop a bottle of pop, that is 1 piece. But the volume measures of the two will be difference. Conversely, the street sweepers may pick up a number of quarts of litter from outside one store but I very much doubt if they will count how many pieces there are.
