The U.S. Mint issued the 5-cent nickel with an Indian head on the front and a buffalo on the back from 1913 until 1938. Often known as the "buffalo nickel" or "Indian head nickel," the coin is popular among collectors. A few prints are considered rarities while most others---like the 1929 print---are abundant and are worth, on average, 50 cents. As with any good collectible, some discrepancies in printing make some coins more sought after than others.
1928 is not a rare date for Buffalo nickels. Check the back, under the FIVE CENTS for a letter "D" or "S". With no mint, it might retail for 75 cents to $1 in very worn condition up to about $5 with only moderate wear.
With an "S", $1 to $10.
With a "D", $1 to $14.
All nickels except 1942-45 "war nickels" are made of a cupronickel alloy. There aren't any reports of off-metal strikes for 1920. It's most likely your coin is either plated or tarnished. Don't try to clean it because that would reduce its collector value if it's tarnished. However if it's plated it's already damaged and is worth considerably less than it would be otherwise.
You'd need to have someone examine the coin in person. Depending on its mint mark its value if undamaged could be as low as $1 or as high as a couple of hundred.

Nickel blank planchets can be found on eBay all the time selling for a couple dollars apiece. About the same price as a blank Buffalo Nickel ;>)
