I'm having trouble visualising a 16 x 4 pool as being round. It sounds rectangular to me. Something round can only have one dimension, the diameter, and the height which you give as 2 inches. Please resubmit.

Assuming your pool is 16 feet in Diameter. The area would be 201 sq ft. The volume at 2" deep is 33.5 cu ft. Compacted sand is about 115 lb per cu ft in density. Thus you need about 3900 lb of sand or say 2 tons.
