Most electricians have a fee schedule based on the number of boxes and size of service. For example:
If a house had 100 boxes (light, switch and outlet) and the electricians price was based on $40.00 per box, that would be $4,000 for the boxes, and rough wiring.
Then if the home required 200 AMP service, the electrician might charge an additional $1000 for the breaker panel, meter base and wiring between the two.
The electrician would also charge for light fixtures, but may include a low cost light allowance, depending on the original bid.
Prices would depend on several factors, such as the cost of the panel, the price of wire, labor costs of the area, what kind of lighting is required, other SPECIAL requirements.
The above is not intended to be any kind of ACTUAL pricing of an electrical job, the numbers are arbitrary and pulled out of the air, but the point is, there is quite a bit that must be considered when bidding the wiring of a home.

It really depends on a lot of factors. You would have to consider the size of the home. What R-factor of insulation you use. If Outside Walls are 2x4's you be able to upgrade from a R13 to an R15. If the Outside Walls are 2x6, you could use a R19 or even an R22. Furthermore, since most of the air conditioned air flows out the roof, you could upgrade from a R30 (Code in Texas) to an R38.

Also, there is a foam insulation which works as a sealant. This foam (demilec RValue 3.81 per inch or Icynene RValue 3.6) gets sprayed into the exterior Walls and under the Roofline to seal the house. You would have to get a smaller AC unit in order to pump out the humidity out of the house. Nevertheless, if you were to go with the foam insulation, it is said that you be able to save 50% of your Utility bill. If you were to only do the roof line instead of traditional Rockwool or Fiberglass, it is said to save 30 %.

Additionally, the fridge is a big factor in the Utility bill. It consumes the most energy from all the appliances. Make sure it is Energy Star. It is really a waste of money to have a fridge in a Garage for sodas (as some peaople do). It works even harder to stay cool.

Another factor are the windows. There are several kind of Windows. You would like to have a low emission window. Glass usually lets the sun come in and Heat the house. So if your house with windows faces the east or west then you basically have the sun shining in the house and heat it up.

The cost can vary across the globe. In the US for example, the charge is mainly on a per square foot basis. The rate as of now is ranging between $4.50 to $8.00. So if we calculate based on this rate, for a 1000 sq feet area it would probably cost $6000. This cost can include the labor charges as well as the tools the electrician would probably need. It will not include fixtures ofcourse. Those would be aditional expenses.

This information is best obtained from your electrical contractor. After a job site inspection and looking at your electrical blueprints of the home to be wired, a firm price can be quoted to you. If any electrical changes are made after a contract is signed it is the responsibility of the home owner to pay the extra additional charges.
