Milligrams and milliliters measure different things. For a specific substance, you can convert the milligrams to grams (dividing by 1000), then divide by the density of the substance (expressed in grams / milliliter), to get the volume (in milliliters).
To convert something to a percent, multiply by 100. In your case, this would be 525%.
To convert mph to kmph, 1.61. For kmph to mph, 0.62
Divide by 10.
Multiply by 1000.
If you asked me how tall I am and I told you "1,778,000,000 nanometers", that would be a perfectly correct answer, but before it meant anything to you, you would want to convert it to something you understand.

There are always exactly 1000 milligrams per kilogram. There are always exactly 455.392 millgrams in a pound. "One milligram per pound" would make the two equivalent, a nonsensical position which they are not by definition.
