In Australia TV screen size is specified in INCHES even though we have been using the metric system of length for more than 40 years. The size of a TV screen is stated as the LENGTH OF A DIAGONAL from the Top L.H. Corner of the glass, to the Bottom R.H. Corner of it's glass. If you want to convert that to CENTIMETRE, then multiply your Inch measurement, by 2.54.

Assuming CRT type display then when a black part is shown then if you just look at the black part with the rest of the picture covered or sheilded then you will see that the black is still grey or same as when tube is not illuminated. You can use a tape measure or a long ruler. I think the best way to measure a 42 flat screen tv is to use a tape measure though but any other device with a scale on can be used.Screens are always measured Diagonally. Top left to bottom right, or vice versa.
