Assuming the generator is unbiased and is totally random (ie each number generated does not depend upon the last number generated), in the long run the expectation would be that each number would appear with a chance of 1/8 (as there are 8 numbers in 0, 1, ..., 7).

This does not mean that over a short period of trials every number appears exactly one eighth of the time. In fact, given long enough, any sequence of numbers you want to name will be generated, including, say, one thousand 4s in a row; by taking any (contiguous) subset of the numbers generated, for that subset, the chance of each number appearing can be whatever you want (subject to them each being between 0 and 1 inclusive, and the sum of all the chances (probabilities) being 1).

That depends how many numbers you generate. If you mean that you generate exactly 8 numbers, the chance is the product of 1 x 7/8 x 6/8 x 5/8 x 4/8 x 3/8 x 2/8 x 1/8... since none of the numbers may repeat.
