No, they are not equal.

According to the SI units:

100 billion = 100 x 102 x 6 = 1014

100000 million = 105 x 106 = 1011

Accordingly, they are not equal

Depends:

In those countries that use the long scale (based on powers of a million), eg Europe:

100000 million = 100 x 1000 x (10^6) = 100 thousand million or 100 milliard, so NO.

In those countries that use the short scale (based on powers of a thousand plus one), eg USA:

100000 million = 100 x 1000 x (1000)^(1+1) = 100 x (1000)^(2+1) = 100 billion, so YES.
