This question cannot be answered sensibly. A millilitre (ml) is a measure of volume, with dimensions [L3]. A milligram (mg) is a measure of mass, with dimensions [M]. Basic dimensional analysis teaches that you cannot convert between measures with different dimensions such as these without additional information. You cannot, therefore, sensibly compare the two either.

It takes only a little mental effort to compare a 100 mg of water which is roughly 100 ml, a 100 mg of air - which may well occupy several cubic metres, and a 100 mg of lead which will occupy less than 14 ml. So the question is meaningless.
