It could be...A fluid ounce is a measure of volume while a pound is a measure of weight. A fluid ounce of a particular substance "could" weigh an ounce in which case, 16 fluid ounces would weigh a pound, but depending on the weight of the substance you're measuring, it could also weigh more or less than a pound. Gasoline, oil, water, blood, Mercury, etc. all have different weights per ounce of volume, so all would weigh more or less than a pound. What confuses many folks, though, is that water weighs approximately 8.34 pounds per gallon, which works out to slightly more than an ounce (weight) per fluid ounce. When the weight of water is rounded off to 8 pounds per gallon, it works out to be exactly one ounce per fluid ounce...and that confuses many people. Hope that helps.

In the sense that the 16 ounces is in weight, then yes. If you are referring to the 16 ounces as in volume, then no. The densesities or "masses" of two different liquids with the same volume can be different, in turn making the two different liquids not weigh the same

In a standard British pound yes. In a troy pound (used for the measure of Gold etc) there are only 12 ounces. There are 16 dry ounces to the pound. There are 16 fluid ounces to the pint.

Yes. One pound equals to 16 ounces and one ounce equals 0.06 of a pound. Also this relates only to solid (weight) ounces. There are two different kinds of ounces, ounces of weight/mass and ounces of volume (fluid). This can change when you are using the ounces to measure a non-liquid such as flour or sugar since the weight of dry items is not the same as their volume. An ounce of volume is called a "fluid ounce."
