Yes it is. While this may appear at first to be an easy question, it is NOT. Because although many would know right away that 25 is real, defining the real numbers is not easy at all. Many define them and all the rational number and the Irrational Numbers. But this is not enough, some define them in a way that most non- mathematicians would not understand. They say the reals are the equivalence classes of Cauchy sequences. This probably does not help you, but it may help somebody else. One other definition involves Dedekind cuts. In any case, 25 is real.

If by "radical" you mean "square root of", then yes. Both square roots of 25 are real numbers.
