I wouldn't think so, because no two rational numbers will give you a whole number that's not a perfect square. For example: the square root of 15 (a non-perfect square) is 3.87298334 …. This isn't a rational number.

Rational decimals have patterns. (for ex: 0.33333... or 0.57575757)
