I am assuming by your description that the panel is protected by a 90 amp breaker and the breakers in the panel when added up is 200. This is okay as long as your 90 amp breaker trips on a regular basis. It is typical for the breakers to add up to more than the main breaker under the assumption that you would rarely be running each circuit at its maximum capacity.

I would first try to turn the stat up to 80 degrees turn off both breakers, one to the outside condenser and the other to the air handler inside, leave the breakers off for about 30 minutes. then turn the breaker to the out side unit first then 5 minutes later turn on the breaker for the inside unit. Wait another 5 minutes and turn the stat to 68 and wait a few minutes system should reset and work like it should. If that don't work I would say the starter capacitor is bad. Or the compressor is bad. Or may need to refill the lines. If the first don't work it is time to call a repair man. Hope it works Sincerly Troy H
