I'm not sure... probably state highway but what exactly do you mean? Even if i knew... I'd have to consult my lawyer before answering any further questions.

Interstates have more traffic, but have Federal funding for maintainance. State highways have less traffic, but are not as well kept. It really depends on where you are going.
