Not if all the pencils have to lie straight and neat and parallel, because 16 cm is 1 cm longer than 150 mm.But if the pencil case is more than 5.6 cm wide, then the diagonal is more than 16 cm,and the 16 cm long pencil can lie in it diagonally.
