The question does not make any sense. A "midsegment" suggests the mid part (or point) of a line. But a triangle cannot have a line opposite to a line since it has only three lines!

If you know the lenghts of the sides, then it is easy. Suppose you want to draw triangle ABC. 1>Place the point of your compass on the paper and with the pencilled part draw an arc. The distance between the point and the place where your pencil touches the paper should be equal to the length of the side. Take the two positions as A and B respectively. 2>Now place the point on B and with the distance between the pencil and the point being equal to the length of the second side draw another arc. 3>Now place the point on A again and with the distance between the pencil and the point being equal to the length of the THIRD side draw an arc. The last two arcs should be big enough so that they intersect at one point. Let's call this point of intersection C. Now all you have to do is draw a line from A to B, from B to C and from C to A and you have your desired triangle.

The hard part is form a right angle. To do that draw a line with two points on it. Draw a circle around each point. Draw a line through the two points at which the circles intersect.
