1. You could throw out the lifeguard buoy to a distressed or actively drowning victim.
2. At a lake or at a far away distance, you could throw out the circular shaped buoy for an actively or distressed swimmer.
3. Make sure everything is safe in the scene before anyone gets in the water so no one gets hurt.
4. If anyone is doing anything unsafe in the water, tell them to stop before anything serious happens, and if they don't stop, then get them out of the pool.
basically a sidestroke works best to rescue someone after grabbing the person from behind.attempts to aproach the victim from front can be fatal for both as the victim may drown the rescuer too...

to get them out of the water you must grab hem by the hair or head, then depending on what they are choking on, you might need to use the heimlich maneuver or CPR

Since your dog isn't used to being around large bodies of water I'm assuming it's either really young, or older and not used to water.I would suggest bringing it out to the beach, or lake and using techniques to get it in or around the water; throwing toys in, etc.Once the dog's used to being around water and the concept of swimming you can try the same techniques in a pool.
Probably freestyle or backstroke, they have the easiest techniques and it is easier to coordinate with. Breastroke and butterfly would be harder since u have to focus on the rhythm and coordination of the kick. :)

Firste step is seeing other people swim and how thier body acts in the waters inorder to swim and survive in the waters. 2nd if you think the swimming techniques that you are seeing is too hard, just keep practising a swimming technique that you like and you will be able to swim. i learnt how to swim in my holidays in germany with my cousins i only followed there moved and in 2-3 days i was swimming a novice like, in 2 metertes.
