The minus sign indicates that the value is on the right hand side of the decimal. So where as 103 is 1000, 10-3 is 0.001. Another way to look at it is that the minus makes 10-3 the same as 1/103 or 1/1000 which is the same as 0.001

To the power of, -fold (threefold in this case) is the amount of times a anumber is muktiplied by itself. Therefore, to answer your question 10^3 = 10 x 10 x 10 = 1000
103 = 1,000
