Today's way of expressing the Roman numerals from 1 to 5000:

Units from 1 to 9: I, II, III, IV, V, VI, VII, VIII, IX

Tens from 10 to 90: X, XX, XXX, XL, L, LX, LXX, LXXX, XC

Hundreds from 100 to 900: C, CC, CCC, CD, D, DC, DCC, DCCC, CM

Thousands from 1000 to 5000: M, MM, MMM, (IV), (V)

To select a number simply write out the thousands first followed by the hundreds and then the tens and units or if need be the hundreds first followed by the tens and units.

Examples: 1999 = M+CM+XC+IX = MCMXCIX and 445 = CD+XL+V = CDXLV

Today's rules governing the Roman numeral system were introduced during the Middle Ages centuries after the decline of the Roman Empire.

Therefore the Romans themselves would have probably wrote out the number 1999 as MDCCCCLXXXXVIIII which can be simplified to IMM.
