Rhode Island ratified the US Constitution on May 29, 1790. By that time the Constitution was already in effect having been ratified by the necessary 3/4 of the original colonies when New York ratified it on July 26, 1788.

Answer: Philadelphia wasn't a colony. According to Thomas Jefferson (see attached link) 12 colonies voted...all except New York, which was awaiting instructions. NY came through before the 4th of July.

Actually, Alexander Hamilton, representing the State of New York signed the Constitution. Rhode Island is the state with no representative having signed the Constitution.
