Sounds like you have a wire that is broke and it sometimes still makes contact. The wires run thru the wall in a harness by the drivers door. A lot of the times this is where the wires will sometime break from the door being opened and shut. You will just have to look and find out where your break is. Also while the door is open turn ignition on push window button and grab wire harness by the door and move it back and forth and see if you can get it start and stop. If this is'nt the spot then you are going to have to start checking the controls in the door for loose wires
In the fuse box
If you have a 1993 Jeep Cherokee Country check the wiring harness underneath the driver
In the fuse center located behind the passenger side kick panel for a 1997-2001 Jeep Sport you will find the fuse/circuit breaker for the power windows and power door locks located in position number 28.
A very common problem is to have broken wires in the harness going to the driver side door.
Remove the power locks and windows fuse you will loose power for your windows also

Check the wiring in the door jamb area where it bends and flexes
Try checking the fuses.
you go to the parts store and buy new locks for your doors.

Recheck fuse #9. This one has a tendency to go out more frequently than others and is associated with all of the mechanisms you noted.
Check under the hood for any "fusible links" that may have blown.
