What does inch mean in math?

The inch is the English (imperial) unit for distance. In math, the inch is considered a unit, which means you need to keep your units compatible throughout your problem (e.i. 1kg + 1g doesn't equal 2g it equals 1,001g) and make sure you end up with the right units in your answer (i.e. 20mph x 20 hours doesn't equal 400mpg it equals 400 miles).

Do European's study customary units?

No, only the United States uses the customary units, the rest of the world and science uses metrics [so it will be a good idea to brush up on it]

Is teaspoon customary or metric?

The teaspoon is a traditional customary measurement that has been standardized in manufacturing practice and in food service / food labeling to equal an exact metric equivalent. In the United States one teaspoon as a unit of customary culinary measure is 1⁄3 tablespoon, that is, 4.92892159375 mL; it is exactly 1⁄3 US fluid drams, 1⁄6 US fl oz, 1⁄48 US cup, and 1⁄768 US liquid gallon and approximately 1⁄3 cubic inch. For nutritional labeling on food packages and in food service in the US, the teaspoon is defined as precisely 5 mL, the tablespoon as 15 mL. Almost ALL less expensive teaspoon measures sold in the US since the late 1950's have held an exact 5mL (overseas manufacturing is metric and they simply rounded up) - so you have been likely using the metric system for many years thinking you were using a customary measure without knowing it!

What is 7 millimeter as a fraction?

It is 7 millimetres. Expressing a measurement as a fraction does not imply that the measurement unit should be changed. If you want 7 mm expressed as a fraction of some other units: an inch or a kilometre, for example, it is up to you to specify which other unit you want.
