It is neither but if you mean the square root of 100 then it is 10 which is a rational number

If you mean 213 then it is a rational number because all integers or whole numbers are rational numbers.

1.5 is a rational number as it is. If you mean expressing it as a ratio: try 3/2

0.3 is a rational number. The fact that it is expressed as a decimal does not mean it is not rational. As a ratio, it can be written as 3/10.

4.7 is already a rational number. If you mean as a mixed number, this is equal to 4 7/10 or four and seven tenths.

Yes, all whole numbers (integers) are rational. Please note though that not all rational numbers are integers.

If you mean 4/9 as a fraction then it is a rational number

I think you mean rational number. A rational number is any number that you can write as a fraction (or ratio) of two integers (+/- 1,2,3,... etc)

If you mean recurring .... 6 then it is a rational number because it can be expressed as a fraction in the form of 1/6

you mean as a rational number?..if rational: 9/100..and i believe it cannot be made whole..

We don't understand a number with two decimal points in it. If you mean the number that we would write with commas in the US: 2,247,000 then that number is rational.

The answer depends on what you mean by a mixed number. A mixed fraction, for example, is always a rational number - without exception.
