Dodge did not make a 1996 Dynasty. The last Dynasty was built in 1993.
There is no such thing as a 1991 Dodge Diplomat, last year for them was 1989.
It's a rubber seal about a quarter inch thick, and about three inches across... usually brown.

It should just be a box with a cover over it. Unsnap this cover and the relays and big amp fuses are inside the box. This box will be located in the engine compartment. It is located behind the glovebox, above the heater/AC box. The heater core and AC must be removed to get at it. Good luck. It would be a good idea to get a manual, as many parts need to be removed to change the resistor. If you are good at wiring, you may want to change the location of the resistor.

Go to www.autozone.com and look under specifications, belt routing. On a 1989 Dodge Grand Caravan, the diagram is on the side of the engine where the S-belt is located.
