Stay: A temporary suspension or injunction of an action or process by a usually discretionary judicial or executive order.

Usually this means that prison is postponed for a certain length of time provided the guilty party adheres to strict guidelines. If the guidelines are met, the prison sentence will be cancelled. If they are not met, prison results immediately and for the entire length of the originally stayed sentence.

I.e. Drug dealer sentenced to 2 years in prison. The sentence is stayed for 4 years with no arrests and no contact with any controlled substance or alcohol. If after 4 years, the dealer has followed the stipulations, the sentence is cancelled. If the dealer is arrested for possession in that time, he will immediately be sent to prison for the original 2 year sentence. Obviously that does not include whatever new charges may arise from the current arrest.

If an out of state prisoner have not had a visitor in three yrs can there be an appeal to the prison board to have him or her moved closer to there relatives?

Nothing stops you from appealing to the board and requesting a move, but the reality is that most will not do so. There are usually many reasons for being at a specific prison such as logistics, money, etc. Remember that when a person is in prison they don't get all the rights that everyone else gets. Just because a prisoner doesn't get guests, doesn't mean they have the right to be moved.
