Deci- is the root of the number 10- as in decimal. The practice of decimation was killing one in every 10 persons in a group of people as punishment for the group. If a unit of soldiers should mutiny, and refuse to carry out orders, a military ruler might order the unit decimated. This was a severe punishment that left the unit still capable of functioning (killing all of them would not, for obvious reasons)
